Risk Reduction

Risk reduction is the treatment step of fleet risk management. Once hazards have been listed and rated, it selects and applies measures that make an incident less likely, less serious, or both. It turns a risk inventory into an action plan with owners, deadlines and indicators that show whether the measures actually work.

The hierarchy of controls applied to a fleet

Not all measures are equal. Safety professionals rank them from the most to the least effective, and a sound plan starts at the top of the list:

• Eliminate: remove the journey altogether, for example by replacing a meeting trip with a video call or grouping deliveries.
• Substitute: swap a risky situation for a safer one, such as rail instead of a long motorway drive, or a vehicle better suited to the load.
• Engineer: equip vehicles with driver-assistance systems, reversing cameras, tyre pressure monitoring and properly secured load areas.
• Organise: realistic schedules that leave time for breaks, a clear phone policy, defined vehicle assignment and regular inspections.
• Train and coach: defensive driving, load securing, pre-trip checks and feedback based on real driving data.
• Transfer: insurance shifts the financial impact to another party but does not reduce the risk itself.

Turning the plan into results

Each measure should target a risk that risk evaluation placed high on the list. Give every action an owner and a date, then follow a small set of indicators: claims per vehicle, harsh braking or impact alerts, overdue inspections, expired licences. If an indicator does not move after a few months, the measure is probably too weak and should be replaced by one higher in the hierarchy. Reduction is a cycle, not a one-off project: new routes, new vehicles or new drivers bring new hazards. In France, the chosen measures also feed the DUER action plan.
